As stipulated in Article 4 of Law 15/2001, of meteorology, on November 14th, the functions of the Servei Meteorològic de Catalonia (Meteorological Service of Catalonia) are:

a) To assist and collaborate with the administrations and institutions which need weather and climate information.

b) To establish partnerships, if appropriate, with the meteorological authority of the State and with the rest of the autonomous, state, European and international institutions which carry out meteorological functions, with the objective of offering quality meteorological information in the region of Catalonia and the endorsement of joint agreements with these institutions to exercise concurrent duties, thus avoiding the duplication of services.

c) To manage and maintain the Equipaments Meteorològics de la Generalitat de Catalunya or XEMEC (Network of Meteorological Equipment of the Generalitat of Catalonia (the autonomous Government of Catalonia)).

d) To process, utilise, and make available the data provided by meteorological equipment.

e) To utilise and manage the document base supplied by the Servei de Meteorologia del Departament de Medi Ambient (Meteorological Service of the Department of the Environment).

f) To maintain the meteorological data base of Catalonia.

g) To participate in the elaboration of the climatic cartography of Catalonia.

h) To programme, introduce, and manage a forecasting and tracking system for meteorological phenomena, and to make this system available for use and transmission within the Catalonian territory.

i) To predict, monitor, and track high-risk weather situations, while coordinating with the Centre d’Emergències de Catalunya or CECAT (Emergency Centre of Catalonia) with the objective of improving the efficiency of relevant operations and assuring communication with users who may be affected by means of a warning system that has been determined via established regulations.

j) To permanently provide, when warned of high-risk weather situations, official meteorological advice to different administrations and institutions responsible for civil protection in Catalonia and to collaborate in these cases, if appropriate, with the meteorological authority of the State.

k) To promote investigational activities with regards to meteorology and climatology and to support the development of related products and services.

l) To organise educational activities related to the field of meteorology.

m) To carry out studies to increase knowledge and awareness of the weather and climate in Catalonia.

n) To advise and assist different public organisations in all aspects of the study of the climate and climatic change, coordinating with organisations which have authority in the field.

o) To advise and assist the responsible public administrations, collaborating with them in the prediction and surveillance of atmospheric phenomena and incidence of pollution.

p) To analyse and monitor the characteristics of the ozone column in Catalonia with relation to the evolution of the ozone stratosphere and to keep the public informed.

q) To study and analyse climate change in Catalonia and participate and collaborate in research on this subject matter carried out by various groups in Catalonia.
